Maintenance can construct a series of reed raft beds. These consist of wire-net mesh, constructed in modular rectangles so that water can pass through safely without the reeds choking off the rest of the ponds.
It was not. I discovered it in one of the digital archives here, under a piece a scientist wrote about re-introducing reeds but protecting them from wildlife.
